Charles Carr

Charles Carr (1953 - ?)) is a disability rights activist and the founder of the Northeast Independent Living Program in Lawrence, Massachusetts (Northeast ILP), the first independent living center (ILC) to be founded on the east coast of the United States.


Carr was born in Revere, Massachusetts, in 1953. He was disabled in June, 1968 due to a diving accident.
