Government & Adovcacy
- 1983 - The U.S. Education of the Handicapped Act of 1975 was amended to include children who are language impaired, to establish the Office of Special Education Programs to be the principal agency for administering and carrying out the Act, and provided for education centers for information and training services for professionals and parents of handicapped children.[1]
Technology
- 1982 - Dr. Barney B. Clark is the first person to receive an artificial heart.[1]
Deaths
- 1957 - Manfred Sakel - Austrian Psychiatrist. Sakel pioneered the use of insulin shock therapy for scizophronics and other mental health patients.[2]
- 2006 - Gilbert C. Eastman - Deaf author, playwright, and leader. Prominent member of the theater and deaf communities.[3]
