  • 1908 - Australia's Parliament passes the Invalid and Old Age Pension Act .
  • 1943 - "The first 'Wagner-Murray-Dingell' bill was introduced. The bill provided for major changes in the Social Security Act, including disability benefits, and creation of a compulsory national health insurance program for all people. The program was to have been financed through a payroll tax. Congress took no action on the proposal."[1]
